In debates on development policy, economic issues usually dominate over ethical and legal ones. The evaluation of development projects also usually follows economic indicators and the perception of development as economic and social progress. In contrast, frequent reference is made to the dilemma between externally imposed welfare ideas and the internal self-determination of recipient countries. Given the collision of these guiding principles, the authors ask how development aid can be justified. They develop a normative framework beyond mere economic parameters, based on an attitude of non-domination.
